Comm. report saying: “Furthermore, nature-based solutions are unable to store carbon permanently for the millennial timescales required for effective climate mitigation,” is exactly the issue, and as you can see by the Keeling Curve, the CO2 level has not decreased. A really good carbon-sequestering project would be able to "show you the carbon" that has been removed.
