On 7 October 2016, the General Assembly of the International Civil Aviation Organisation (ICAO) announced its plans to set up a mechanism to offset its ever increasing greenhouse gas emissions.
While I received this 2016 posting in August 2023, it remains salient. While the UN Paris process may have some value for communication and exchange of experience, the UN as an implementer of climate programs is a dead end. Why? Examine the outcomes and approaches of the Kyoto Clean Development Mechanism, REDD, ICAO and the IMO with regard to CO2 reductions. The infatuation with voluntary carbon offsets is a cancer.
